Firstly，this paper systematically combs the main measures taken by China to promote energy saving and carbon reduction of traditional industries，and the main results achieved in technology and equipment upgrading，energy saving and carbon reduction，etc.，studies and analyzes the energy saving and carbon reduction potential of traditional industries and the bottleneck problems faced，and finally puts forward relevant countermeasures and suggestions in technology innovation，industry potential tapping，technology and equipment R & D promotion，policy support，management services，etc.
